1. South shouldn't repeat the spades as this shows a 6+ card suit.
2. South shouldn't bid 2NT as this promises 11-12 points
3. South shouldn't pass (see below).
4. With a weak hand, when the total cards held (between both partners) in opener's 1st suit are greater than or equal to the total cards in opener's 2nd suit, it is correct to 'give preference' to opener's 1st suit.
